process's start writes (makeAndroidProcessTelemetry.attach: the process's
start moment minus ANDROID_DEVICE_UPTIME_AT_FIRST_START_MS). This only
reads it: a process that ran no start of its own reads 0 rather than writing
a boot moment of its own.
