The Pigeon logger's health counters, as /pigeon_health_metrics carries them
(mobile_health_counters.counters): per-event counters and a fixed set of
97 logger counters (the facts are in this package's spec/).
Per event name, <name>$#<stage>:
logged: the four stages the app counts for every event it keeps for a
batch, event.logged to event.persisted (the streaming path, which the
library has no producer for, counts other stages);
delivered: event.uploaded, counted when the upload that carried the event
was delivered.
Nothing is sampled out in the library — the sampling table the server serves
is not kept (“The Pigeon upload envelope …”) — so the uploaded count follows
the logged count, as it does in the app for every name it
uploads in full.
