Switches to a tab — the public form, typed on a tab definition: a screen of
another kind is a type error, not a runtime defect. A tap on the tab already
on screen is a no-op (no navigation event, no request; the handle on top
of that tab is returned), because the app has no tap on the current
tab. The screen set's internal dispatch uses switchToTabDefinition,
which also serves an edge into a tab known only by its id; an edge into a tab
always lands on its root, popping what the tab keeps above it.
