Settle the device's tracking permission from the value an earlier release
stored on the session: the fact moved to the device (x-ads-opt-out renders
MobileDeviceState.adsOptOut), so a snapshot made before the move keeps the
value at session.adsOptOut. It is carried over, never dropped, so a user
with a saved session keeps the setting (a denied permission stays 1). A
device that already declares the field keeps its own value. The decoder calls
this with the stored value it read; nothing else reads session.adsOptOut.
