The network a rendered device is on: the reference network attached to it when
there is one, else the device's client network (networkOf). It is the
one accessor a renderer of network-dependent wire values reads — the header
facets call it directly and the Pigeon client passes it to
MobileNetworkWire — so an emulator-only network is rendered from the
same fact as a client one. networkOf is the client projection and is
never consulted for a rendered device.
