What one identity keeps of the Pigeon upload's answers: the checksum of the sampling table the server served it, the checksum of the config it served it, and the
hmac_ttltoken it issued it. Each is absent until an answer carries it. The tables themselves are not kept here: nothing in the library reads them yet (“Telemetry Conformance (Pigeon)”, the sampling and config tables).
