The hmac_ttl token the Pigeon server issued an identity, with the time its
answer said it expires (whole seconds, an i64 kept as text). The upload
carries the token among the identity's batch tokens. expiresAt is absent
when the device holds the token without the answer that issued it: a state a
caller declares (a scene's precondition) knows the token the earlier process
kept, never the expiry its answer carried.
