Routing-map (RMD) state a process reports on every request once it has started evaluating its routing map (rmdReportedOf):

• no-valid-map — evaluation started but neither the server map nor the default map is valid (rendered as the fail=…INVALID_MAP… header);
• url-eligible — the server map was accepted, so URL rewriting is eligible (rendered as the state=URL_ELIGIBLE header).
