The device's USDID registration was accepted in this process. It has two
writers: the registration flow (postUsdidRegistration) and the checkpoint
restore (RestoreUsdidRegistration); the mark also resumes a concurrent
caller waiting on the slot.
The registration flow writes it; called by hand it would claim a
registration that never happened and the brick would silently skip the
device's registration.
Safe without the registry: a runtime whose fact was not created by
newProcessUsdidRegistration records nothing, and the brick sends without a
