Keeps what a launcher/mobileconfig answer of unit sent for the declared
params of that unit (the user unit's for the signed-in account). A config
the answer names replaces the kept values of that config — a declared field
the answer gives no value goes back to its default — and a config the answer
does not name keeps its values: one rule for the partial (SYNC_PART) and
the full (SYNC_FULL) answers, the full ones naming every config of the
unit. The values take effect for the configs this process has not read yet
and for every config of the next process (see MobileProcessMobileConfig).
The sender of the answer calls it, with its platform's declared parameters;
a user-unit answer in a process with no signed-in account is the sender's
misuse and dies. The store records the app version it was kept under
(MobileConfigStore.appVersion), so a snapshot restored onto another
build starts with no kept values.
