Starts a process on the session an earlier one stored: clears the facts
this process has not established yet — the routing-map report until its
APP_START fetch (the map itself is the install's and stays on the device),
the rur until an answer of this process sets one, and the start time. One
point for the whole start, and idempotent: a launch the core entry lets the
caller retry (it failed before the first screen entered) does not clear
again what the first attempt's answers set.
