What a request reads about the device's battery at the moment it goes out:
the level (0–100) and whether the device is on charge. These are
readings, not device facts: the device keeps only the simulation they are
derived from (MobileDeviceState.battery: the level at a start time, the
discharge while not charging and the charging state), and every request reads
them now. A device without a simulation gets the deterministic values the
original Android device getters produced from the device id and the clock, so
the feed, the explore prefetch, IGTV and Pigeon cannot disagree about one
device while a later request still sees later time.
