The registration of a process that starts on a stored session: sent with
app_startup only when the install never registered or its last
registration is more than PUSH_REGISTRATION_FRESH_MS away from the
clock; nothing otherwise. A device restored from an earlier release keeps no
registration time, so it registers, as the app does with no
push_reg_date.
