Creates a media note (POST api/v1/media/create_note/v2/). This is the REST
leg of "repost via note". How the text reaches it is the build's fact: a
'note-with-text' build sends it in this request; an 'editor' build
creates the note blank and sets the text with UpdateMediaNoteRepostText.
Its form is the presented build's (MobileApplicationState.mediaNoteWire): the
451 shape omits inventory_source and ranking_info_token, sends
carousel_media_id only for a carousel child and names -1 when there is
none; the 450 shape carries all three always (ranking_info_token empty and
carousel_index0 when the caller has none) and carousel_media_id falls
back to the container id. A profile that declares neither shape dies with
MobileMediaNoteWireNotDeclaredError before any request — a defect of
the presentation, never a guessed form.
The id of the response is the note id the follow-up GraphQL step needs; the
created note is kept in the process's note registry
(MediaRepostNotes), which the comments sheet reads.

(NavigationWire); either is omitted when the navigation renders none, never
replaced by an endpoint default.
