Cold-start traffic from a fresh-install Android device heading toward the
Sign Up branch. Mirrors RegisterColdStart from @igpapi/mobile and
inserts the Android-only keystore attestation step at the position
the app has it: right after zr/dual_tokens, before
caa.login.process_client_data_and_redirect.
The public path into sign-up is the login homepage's
createNewAccount() action and the registration screens; this sequence is
workspace-only.
